Overview:

If you recently purchased or reset an Android device in Texas, you may notice something new during setup.

Google Play may ask you to verify your age or identity before allowing you to download applications.

This is not malware, a scam, or an account compromise.

Instead, it is part of Google's implementation of Texas Senate Bill 2420, also known as the App Store Accountability Act.

As of late May 2026, Google began rolling out compliance measures for eligible Texas users following court decisions that allowed enforcement of the law while litigation continues.

Our Experience

We encountered this issue while configuring a new Android tablet for a Regional IT Services sales representative.

Interestingly, the tablet had been prepared only a few weeks earlier and did not require age verification.

When creating a new Google account during final setup, Google Play requested age verification before allowing normal use of the Play Store.

Because this behavior was new, we researched the issue to determine whether it was:

• Malware
• A phishing attempt
• A Google security feature
• A new Texas legal requirement

The request turned out to be a legitimate Google verification process tied to Texas law.

Why Is This Happening?

Texas Senate Bill 2420 requires app store operators to verify user age and obtain parental consent for minors before certain downloads or purchases.

To comply with the law, Google implemented additional age verification for qualifying Texas users.

This means some users may now be asked to verify their identity when creating or using Google accounts on Android devices.

Timeline

May 27, 2025

Governor Greg Abbott signed Senate Bill 2420 into law.

Originally Scheduled

January 1, 2026

The law was originally scheduled to become effective.

Late December 2025

A federal court temporarily blocked enforcement.

Late May 2026

The Fifth Circuit lifted the injunction.

May 28, 2026

The United States Supreme Court declined to stop enforcement
while litigation continues.

Following that decision, Google began implementing its Texas compliance rollout.

Who May Be Affected?

You may encounter age verification if you are:

• Setting up a new Android phone
• Activating a new Android tablet
• Creating a new Google account
• Resetting an existing Android device
• Using Google Play while located in Texas

Not every device receives the prompt immediately because Google's implementation has been phased in over time.

Is This Safe?

If the request appears inside the official Google Play Store or Google Account setup screens, it is generally legitimate.

Never upload identification through:

• Email links
• Text messages
• Social media messages
• Third-party websites

Always verify that you are interacting directly with Google's official services.

Privacy Concerns

The law has generated significant public debate.

Supporters argue the law:
• Helps protect children online
• Gives parents greater control
• Makes age verification more consistent

Critics argue:

• Adults must now provide additional personal information
• More sensitive identity information is being collected
• Additional databases create privacy and security concerns
• The law expands digital identity requirements beyond previous practices

Apple and Google have both publicly expressed concerns regarding mandatory app store age verification while continuing to comply with applicable law.

Frequently Asked Questions

Is this a scam?

No.

If the request appears inside official Google setup screens, it is part of Google's compliance process

Is my Google account hacked?
No.

Age verification alone does not indicate your account has been compromised.

Why didn't I see this before?

Google's rollout has occurred in phases.

A device activated several weeks ago may not have required verification, while a new activation today might.

Can I bypass it?

Google determines eligibility based upon applicable law and account status.

What Should I Do?

Use only the official Google verification screens.

Avoid uploading identification anywhere else.

Final Thoughts:

Whether you support or oppose Texas Senate Bill 2420, one thing is certain:

Android users in Texas are beginning to encounter new verification requirements during device setup.

Understanding why these prompts appear, and knowing how to identify legitimate Google verification requests, can help you avoid scams while making informed decisions about your privacy.

If you have questions about this issue or need assistance setting up your Android device:

Regional IT Services can help verify that the request is legitimate, explain why it appears, and assist with device setup if you encounter issues during the verification process.

New Scam Warning:

Regional IT Services expects scammers to begin impersonating Google Play age verification requests.

Whenever people get used to seeing legitimate identity verification prompts, criminals often try to imitate them.

For example:

They may send emails or text messages saying,
"Your Google Play account requires age verification.

Click here to upload your ID," and then direct people to a fake website.

Never upload your driver's license or other identification:

through links in unsolicited emails, text messages, QR codes, or social media messages.

If verification is required, complete it only through the official Google Play Store or your Google Account settings."
